Wesley is an infrastructure governance and investment assurance leader with 18+ years’ experience advising on capital programs, business case development and portfolio oversight across major NSW Government infrastructure portfolios. Proven success in shaping investment strategies, embedding risk-based frameworks and delivering evidence-based solutions that enable governments to prioritise, fund and deliver transformative projects. Skilled in collaborating across multidisciplinary teams and engaging with NSW Treasury, Infrastructure NSW and central agencies to drive high-value outcomes.
Wesley has extensive experience in the infrastructure advisory and assurance of business cases for local, state and federal government which includes project development, options analysis, governance, risk management, cost planning and benefits realisation.
Wesley served as Transport for NSW’s key interface with NSW Treasury and Infrastructure NSW on assurance and business case policies, frameworks and guideline requirements. He represented TfNSW on the NSW Gateway Coordination Agency Risk Advisory Groups for capital and recurrent expenditure projects, supporting the application of risk-based gateway assurance frameworks to determine project risk profiles, assurance pathways and business case strategies. He also managed the assessment and coordination of TfNSW investment prioritisation and Fast-Track submissions as part of the NSW central agency prioritisation process.
