Duncan is a Principal Economist with over 10 years’ experience in the public and private sectors across health, transport and rural water management. Duncan has strong practical skills in a range of fields including business case development, economic price regulation and cost recovery, social and economic impact analyses, and economic policy advice and development.
Duncan has expertise in all stages of project management and delivery, including problem definition, project conceptualisation, analysis design, client briefings, clear and concise report writing, milestone delivery, and ex-poste assessments. Duncan’s variety of experience in both the public and private sectors gives him a capacity to deliver tailored and robust economic analysis and advice, that is in-line with relevant government and industry guidelines and can be readily understood by a range of audiences.
Duncan has advised government on water sector reform initiatives, Closing the Gap inland water targets, water sharing plan rule change socio-economic analysis, and economic pricing regulation and cost recovery. Prior to joining Rhelm Duncan was an economist with the Australian Rail Track Corporation, the NSW Department of Planning and Environment and the Pharmacy Guild of Australia.
